日本琵琶湖开发与保护对鄱阳湖生态经济区建设的启示--基于国内外大湖开发和保护与鄱阳湖生态经济区开发和保护比较研究

摘要

琵琶湖是一个世界性成功湖区流域开发实践案例。在对日本琵琶湖开发与保护发展历程研究的基础上，从其湖区开发和保护、治理和发展的重点领域进行总结分析，通过琵琶湖与鄱阳湖生态经济区的比较研究，得出了琵琶湖湖区流域开发和保护对鄱阳湖生态经济区的启示，并针对现状提出了发展的思路和模式，为我国首个生态经济协调发展样板区域的综合开发提供科学参考。%Lake Biwa is the worldwide successful practice case of Lakes Basin Development. On the basis of Japanese Biwa's resource exploitation and protection process of the Lakes watershed govern- ance, the research analyzed and summarized the experience about governance ,development and pro- tection especially in key areas by the Comparative Study of Lake Biwa and the Poyang Lake Ecologi- cal Economic Zone, and Founded the valuable insight into the perfect basic pattern of watershed gov- ernance and development. The research provided a scientific reference for the comprehensive devel- opment of China's first Sustainable Development in the Ecological Economic Zone model.
