中东国家的跨境大学质量保证制度探析r——以卡塔尔和阿联酋为例

摘要

Middle Eastern countries do well in attracting foreign universities to open cross-border universities inside their countries. And they have established complete quality assurance systems to these universities. Taking Qatar and UAE as examples, they both established government led organizations as quality assurance subjects, made quality standards with core values of consistency and set up licensing procedures based on assessment, which will become good reference to developing the quality assurance system for Sino-Foreign universities.%中东国家在吸引国外高校来本国兴办跨境大学方面取得了较为突出的进展,并针对这类大学建立了较为完备的质量保证制度.以卡塔尔和阿联酋为例,两个国家都以政府主导的质量保证组织作为对跨境大学进行质量保证的主体,制定了以一致性为本的质量标准,建立了以评估为基础的许可程序.这对我国中外合作大学质量保证制度的健全和发展具有借鉴意义.
