Based on Copeland and Taylor' s (2003) model, we establish a theoretical and empirical model which takes the size of industrial energy consumption and export pollution intensity as the dependent variable, and takes capital, la- bor, FDI, the scale of exports, technology level as the explanatory variables. We conducted an empirical research on the relationship between open economy devel- opment and environmental protection based on the sub-industry panel data of in- dustrial manufacturing from 2000 to 2009 in Jiangsu province. We concluded that: although the scale effect of open economy development in Jiangsu province is significantly positive (increased the scale of industrial energy consumption in Jiangsu province) , the inflow of foreign capital, the increase of capital labor ra- tio and the expansion of export size have played significant roles in promoting the reduction of export pollution intensity in Jiangsu province. It should be noted that the increase of total factor productivity has a negative impact on scale of en- ergy consumption and intensity of exporting pollution.This research finding may provide strong implications for policy making.%本文建立以工业能耗规模和出口污染密集度为因变量,资本、劳动、FDI、出口规模、技术水平等为解释变量的理论和实证模型。利用江苏省2000—2009年工业制造业的分行业面板数据,对江苏省开放型经济发展与环境保护进行了实证分析。研究表明,虽然江苏省开放型经济发展的规模效应显著为正(增加了江苏省工业能耗规模);但外资流入、资本劳动比的提高以及出口规模的扩张对降低江苏省的出口污染密集度具有明显的促进作用。值得注意的是,全要素生产率的提高对工业能耗规模和出口污染密集度都具有负面影响,这一研究结论具有较强的政策启示性。
