In accordance with the present situation in libraries in developing non-gratuitous consulting service, thisarticle gives an analysis from the following 3 aspects, that is, the market environment the library is faced with, the gapbetween the traditional information service and the non-gratuitous consulting service, and the comparison with the success-ful consulting companies. Finally, the article suggests a method of horizontal and vertical cooperation be used in develop-ing non-gratuitous consulting service.
