非电领域煤炭集中清洁高效利用技术解决方案及推广政策研究

         

摘要

The energy structure of China is rich in coal and poor in natural gas, so clean and efficient utilization of coal is the key to solve the constraints of resources and environment in China. At present, the major pollutant emission reduction in thermal power industry is remarkable and further reduction face rising of marginal cost. It's remarkable that the emission intensity in non-electric field is large and pollutant treatment has been lagged behind. So China's air pollution prevention and control of the short board is in non-electric field. The emergence of advanced coal cleaning and utilization technologies, such as Modular Cascade Regenerative Eco-Gasification Technology, provide a reliable way for the reduction of air pollution in the non-electric field. According to the survey and technical economic analysis results, Modular Cascade Regenerative Eco-Gasification Technology has the advantages of using low rank coal, process cleaning, low cost, high economic benefit and broad market prospects. The government should support the applications of advanced clean coal utilization technology, accelerate the application of advanced clean coal technology in key cities and industrial parks, innovative use PPP model, increase positive incentive policy efforts, strengthen constraints of environmental protection standard, promote the elimination of backward and strengthen supervision in the non-electric field.%我国“富煤、少气”,煤炭清洁高效利用是现阶段解决我国资源环境制约的关键。目前,我国火电行业常规污染物减排成效显著,污染物进一步削减面临边际空间递减、边际成本攀升的制约,而钢铁、水泥、玻璃和陶瓷等非电领域排污强度大,且受制于技术、成本和机制等约束,污染治理步伐明显滞后,已成为我国大气污染防治的“短板”。新型模块化梯级回热式清洁煤气化技术等先进煤炭清洁利用技术的出现,为非电领域大气污染治理和煤炭清洁集中高效利用提供了可靠技术解决方案。实地调研结果和技术经济分析表明,新型模块化梯级回热式清洁煤气化系统具有制气成本低、制气过程清洁环保、经济效益高等特点,节能减排效果显著,市场前景广阔。政府应加大对先进煤炭清洁利用技术推广应用的支持力度,在重点城市和工业园区加快推广,运用PPP等模式助力推广,加大正向激励政策力度,强化非电领域淘汰落后、环保标准约束并加强监管。
