重庆市卫生服务利用公平性的集中指数评价

摘要

Using concentration index to evaluate the fairness of health service utilization in Chongqing, and calculate the contribution of each factor to the unfairness. Results shows that ,in 2011-2015, health service utilization in Chongqing tends to be economically developed; the "con-tribution required" (resident population, population density, etc.) contributes more to unfair utilization of health services.Putting the suggestions that, the next stage should take full account of population , Birth rate, mortality rate and the incidence of infectious diseases and other factors, fo-cusing on "demand" oriented rational allocation of health resources, narrowing the use of health services differences.%运用集中指数和集中指数分解法,对2011—2015年重庆市卫生服务利用公平性进行评价,并分析其影响因素.结果显示:2011—2015年,重庆市卫生服务利用整体倾向于经济水平较高的地区;"需要变量"(常住人口、人口密度、出生率等)对卫生服务利用不公平的贡献率较大.建议在区域卫生规划中不断完善基本医疗保险制度,充分考虑人均GDP、人口分布、传染病发病率等因素的影响,按人口进行卫生资源配置,提高卫生服务利用的公平性.
