基于贫困户满意度视角的精准扶贫政策效果评价:以天祝藏族自治县为例

摘要

To provide reference for improving the implementation effect of the precise poverty alleviation policy and optimizing the current poverty alleviation policy, precise poverty alleviation policy of Tianzhu Tibetan Autonomous County was surveyed and evaluated based on the perspective of poor households by fuzzy comprehensive evaluation method.Results:Five levels were built as follows:Accuracy of policy implementation, implementing situation of poverty alleviation through education, construction situation of infrastructure, grand pattern of poverty alleviation, and poverty alleviation.Moreover, 28 secondary indicators are used to evaluate the effectiveness of the poverty alleviation policy.The poverty-stricken households in Tianzhu Tibetan Autonomous County were basically satisfied with the satisfaction of the preferential poverty alleviation policy, and there are still some shortcomings.Suggestions for improving the satisfaction of the precise poverty alleviation policy were put forward.%为提升精准扶贫政策的实施效果、优化现行扶贫政策提供参考.从贫困户满意度视角出发, 对天祝县精准扶贫政策效果进行实地调研, 并结合模糊综合评价法对贫困户的满意度进行评价.结果表明:构建了5个一级指标 (政策落实精准性、教育扶贫实施情况、基础设施建设情况、大扶贫格局建设情况及脱贫攻坚建立情况) 和28个二级指标的精准扶贫政策效果评价体系, 天祝县贫困户对精准扶贫政策的满意度处于基本满意水平, 仍存在不足.提出了提升精准扶贫政策满意度的建议.
