双置换对征地制度的变革

摘要

The shortcomings in the current land expropriation in our country make the land expropriation work difficult to carry out,in order to solve this problem,local governments do a series of explorations in the practice of land expropriation.In this process,some areas gradually find a method that called “double replacement”,which changes the disadvantages in the current land expropriation.In this paper the author introduces the features of double replacement and its effects on land expropriation reform,and proposes the direction of land expropriation reform.%我国现行征地制度存在的诸多问题使得征地工作难以开展,为此地方政府在征地实践中进行了一系列的探索.在这个过程中,各地逐步形成了一种称为“双置换”的办法,由此改变了原有征地制度的一些弊端.文章介绍了双置换的特点及对征地制度的变革,并提出了征地制度改革的方向.
