扩大地方立法主体背景下我国民族自治地方立法研究——以广西壮族自治区立法为研究视角

摘要

The Legislation Law of the PRC (2015) stipulates that the local legislative subject needs to be extended.It will greatly promote the construction of nomocracy in our country and the improvement of so -cialist legislative system.This is an opportunity as well as a challenge to minority autonomous regions .The topic of how to implement the stipulation and spirit of the Legislation Law of the PRC down to the earth prac-tically in the new era when the legislative subject is extended is urgently needed to be studied .In this pa-per, the authors conduct a systematic approach to the issues of minority regional legislation by focusing on the legislation of Guangxi Zhuang Autonomous Region and put forward counter -measures and suggestions to the strengthening of the legislative works in minority autonomous regions of our country .%2015年 《中华人民共和国立法法》 作出了扩大地方立法权主体的新规定, 对于我国法治国家建设、 社会主义法治体系的完善有很大的促进作用; 对于民族自治地方来说, 既是机遇, 也是一个挑战. 在 《立法法》 扩张了地方立法主体这一新的时期, 如何贯彻实施这一立法规定和精神, 使其工作落到实处, 是一个急需研究的课题. 为此, 我们以广西壮族自治区立法为研究视角, 针对民族自治地方的立法相关问题进行系统的研究和探讨, 并提出了有关加强我国民族自治地方立法工作的对策和建议.
