“三联动”：沿海开发进程中渔民转产转业的路径

针对当前渔民生产空间日益狭窄、捕捞养殖技术渐趋固化，难以顺利转产转业的现实问题，应构建联动机制，通过渔港联动，发挥港口产业聚集的就业吸纳作用，促进渔民向港区集中；渔城联动，以特色沿海城镇化建设为载体，引导渔民向城镇转移；渔海联动，深度挖掘“渔”民俗文化等滨海旅游资源，实现渔民就地转产转业，充分发挥沿海地区发展的就业增加效应，形成“大港区、大城区、大旅游、大就业”的融合发展格局，解决渔民转产转业问题。%At present, the fisherman fishing space has become narrow increasingly, fishing and breeding technology of fishermen became curing, it is difficult for fisherman to change employment.To solve this problem, it should be construct mechanism that through the linkage of fishermen and port, using industrial agglomeration that promotes employment increase, to attract fishermen to port residential concentration; Through the linkage of fishermen and urban, by the way of the construction of characteristic towns building, to guide the fishermen moved to towns; Through the linkage of fishermen and ocean, excavated the folk culture of coastal tourism resources, to help fishermen employing in local place. Give full play to effects that the coastal economic development to increase employment, formatig the “port, cummunity, employment”fusion development pattern, to solve the fishermen’problem.
