海外高层次人才创业政策对比研究--以杭州滨江区与上海杨浦区为例

Binjiang district of Hangzhou and Yangpu district of Shanghai as “high-level overseas talents innovation base”. Overseas high-level talents entrepreneurship policy both has system, pay attention to the innovation of system and mechanism and service platform construction, policy effects are more obvious. At the same time, between the two places in the policy support areas, policy targets, policy integrity and policy financial support is also a difference. Enhanced policy system, strengthen the policy legalization construction, create a favorable policy environment, contributes to the policy overseas high-level talents entrepreneurship to further improve.%杭州滨江区与上海杨浦区同为“海外高层次人才创新创业基地”。两地的海外高层次人才创业政策都具有系统性的特点，都注重体制机制创新和服务平台建设，政策效果都比较明显。同时，两地之间在政策扶持领域、政策的针对性、政策的完整性和政策资金支持力度等方面也有所区别。增强政策的系统性，加强政策法制化建设，营造良好的人才发展环境，有助于海外高层次人才创业政策的进一步完善。
