基于PDCA的地方政府应急质量管理研究

摘要

Quality management is the protection of local government to effectively deal with public emergencies. Based on the theory of PDCA, The paper discusses the basic frame of the emergency management of local government, in view of the current emergency quality management in local government, from the concept of quality, perfecting the system and reshape the management process reengineering, put forward specific path to enhance the quality management of local governments.%应急质量管理是地方政府有效应对突发公共事件的保障。本文以PDCA 理论为基础，探讨地方政府应急质量管理的基本框架，针对当前地方政府应急质量管理中存在的问题，从质量观念重塑、制度完善以及运行机制再造等方面，提出提升地方政府应急管理质量的具体路径。
