中国省际文化产业财政支出效率研究--基于Malmquist指数

Based on the assumption that variable returns to scale, this paper has constructed the Malmquist index to analyzes the change trend of regional cultural industry fiscal expenditure efficiency by using input orientation model. The study showed that: Due to the “forward effect” was not significant, the cultural industry fiscal expenditure efficiency of most provinces in China is low, and turned negative growth; China ’ s culture industry fiscal expenditure efficiency appears eastern, central and west gradually decreasing trend and negative growth;From 2002 to 2009,the total factor productivity of China ’s culture industry fiscal expenditure appears fluctuation growth, and heading in a good direction.%本文基于规模报酬可变的假设，使用投入导向模型，构建了 Malmquist 全要素生产指数，探索各地区文化产业财政支出效率的变化趋势。研究表明：中国大多数省份文化产业财政支出效率低下，且呈现负向增长，主要原因在于“前移面效应”不显著；中国文化产业财政支出效率呈现东、中、西逐渐递减的趋势，且都呈现负增长；2002-2009年，中国文化产业财政支出的全要素生产率呈现波动式增长，并朝着良好的方向发展。
