碳计量的国际经验和实际做法

摘要

为建设低碳经济,响应全球减排的号召,关于碳计量方法的探讨就变得十分重要. 在国际国内相关文献的基础上,笔者对碳计量方法进行了总结,认为国际上碳计量的方法主要有系数法、缺省方法、部门核算法、生命周期评估法、实际测量法和Kaya碳排放等式法,并对几个国家、国际机构的碳计量实践进行了探讨,最后认为我国应提高公众环保意识,培育碳计量研究人才,促进碳计量技术创新,建立联动机制,加大政府投资,加快建立符合我国国情的碳计量标准,在国际经验、方法的基础上,规范、完善我国的碳计量体系.%In order to build a low-carbon economy and follow the global emission reduction call, the discussion on the method of carbon measurement becomes very important.On the basis of international and domestic research, the authors conclude the methods of measurement of carbon:coefficient method, default method, sector accounting method, life cycle assessment method, actual measurement method and kaya carbon emissions equation. Finally, they think that we should improve the public awareness of environmental protection, learn carbon measurement technology, establish linkage mechanism, and increase government investment.
