风险社会和移动互联网时代的舆情表达与政府回应

摘要

风险社会和移动互联网时代的舆情表达体现出许多新特征，尚未完全适应此种变化的政府回应时不时地陷入困境。只有通过理顺政府内部关系、健全信息公开制度、引导社会力量参与等，才能有效解决政府回应困境，建构政府与民众之间的良性互动关系。%The expression of public opinion in risk society and mobile Internet age has taken on many new features and the governmental response which has yet to be fully accommodated to it is often landed in predicament. Only by straightening up the internal relationship in government, perfecting the information disclosure system, and properly guiding public participation can we solve effectively the dilemma of governmental response and construct a reciprocity between the government and the public.
