The "Interim Procedures Concerning the Automatic Regis-tration of Rights of Import and Export by Themselves for Produc-tion Enterprises in Special Economic Zones" recently promulgatedby Ministry of Foreign Trade and Economic Cooperation are forthe purpose of supporting the development of foreign economicand trade in special economic zones and deepening the reform offoreign trade system.The production enterprises in special economic zones men-tioned in this procedures are aimed at registered production enter-prises (not including foreign invested enterprises,hereafter called"Production Enterprises")in the five Special Economic Zones asShenzhen,Zhuhai,Shantou.Xiamen and Hainan acted accordingto the"Regulations of the People’s Republic of China on Registra-tion and Administration for Legal Persons of Enterprises".Theunified policies of Automatic Registration of Rights of Import andExport by Themselves for Production Enterprises is formulated bythe Ministry of Foreign Trade and Economic Cooperation,and the
