装备战备水平及其评估方法

摘要

In order to accurately command the ability of an army unit to finish its military equipment readiness mission, the conception of military equipment readiness is put forward and divided standard evaluation into four grades. It' s useful for leading the direction of military equipment readiness construction, and providing scientific evidence for precision equipment support, based on an evaluation index system of military equipment readiness, and an evaluation model based on TOPSIS is introduced and then the applicability of this method is analyzed. In the end,the rationality and validity of the model are proved by an instance simulation.%为真实、准确掌握部队完成其装备战备任务能力水平,引导部队装备战备建设的方向,并为精确化装备保障指挥决策提供科学依据,针对目前部队装备战备工作,提出了装备战备水平评估的概念,并将装备战备水平划分为4个等级.在构建装备战备水平评估指标体系的基础上,将TOPSIS法应用到装备战备水平评估中,建立了基于TOPSIS法的装备战备水平评估模型,并对该方法的适用性进行了分析.最后通过实例仿真分析,验证了该模型的合理性与有效性.
