In the modern naval battle, the air target threat for warship fleets is serious increasin-gly. Timely, accurate assessment of aerial targets threat is the key to improve the survivability of warship fleets. Traditional target threat assessment methods rely on expert's subjective judgment or need a lot of training sample data with higher accuracy, so that the actual use is limited. This p-aper puts forward a new method based on maximizing deviation, it applies to the threat assessment index weight are completely unknown, through the simulation example verified the rationality and validity of the method.%现代海战中，空中目标对于舰艇编队的威胁日益严重。及时、准确地评估空中目标威胁是舰艇编队提高生存能力的关键。传统目标威胁评估方法有的依赖于专家的主观判断，有的需要大量准确性较高的训练样本数据，从而使实际运用受到局限。提出了一种新的基于离差最大化的威胁评估方法，它适用于威胁评估指标权重完全未知，通过仿真算例验证了该方法的合理性和有效性。
