基于混合组织模式的网络空间指挥控制效能分析

摘要

Based on the characteristic of Cyberspace operation,three concepts are presented to evaluate the efficiency of command & control (C2) in Cyberspace. Compared with the typical organization modes in platform operation and network centric operation,the hybrid organization mode and mechanism of C2 in Cyberspace is investigated in C2 flow and information flow,and then four evaluation models are proposed,i.e. information network efficiency model,command coordination efficiency model,and effect efficiency model. Simulations validate that presented evaluation models and methods are available and effective.%结合网络空间作战的特点,分析了网络空间指挥控制效能研究应树立的3层理念.对比网络中心战和平台中心战的典型组织方式,提出了基于混合组织模式的网络空间指挥控制机制与信息流转机制,构建了网络空间指挥控制的信息网络效能模型、指挥控制协同效能模型、信息共享效能模型和作用效能模型.最后,仿真演绎了网络空间指挥控制流转机制及其效能分析过程,验证了效能分析模型和方法的可行性与有效性.
