基于前景理论的流域水污染生态补偿方案多属性决策

摘要

Ecological compensation mechanism is one of the most effective methods to govern the water pollution. Based on the principles of ecological compensation, the behavioral characteristics of every regions government should be considered. Based on the prospect theory, the decision making model for water pollution compensation plans was established. The cases in Jiangsu and Zhejiang provinces were used to do numerical analysis, and the results show that the decision-making model can provide the theoretical support for compensation practice.%生态补偿机制是进行流域水污染治理的有效手段之一.在对流域水污染生态补偿原则探讨基础上,认为水污染补偿方案的制定需要考虑流域上下游区域政府的行为决策特征. 基于前景理论,构建了考虑流域上游补偿主体行为特征的水污染补偿方案决策模型. 并结合江浙边界的水污染补偿案例进行了数值分析,分析结果说明该决策方法可以为生态补偿实践的决策提供理论支撑.
