As precious wealth, China's cultural heritage is facing a major problem of inheritance and development. Scientific evaluation of its tourism value is of great significance for effective protection and rational use of heritage resources. From the per-spective of overall effect of heritage utilization, combining with its own particularity and using AHP and Delphi methods, this pa-per analyzes 3 aspects, 9 factors and 28 evaluation factors of heritage resources core value, quality and basic conditions, deter-mines the weight factor index system, establishes evaluation index system of heritage tourism value. Taking 6 typical sites of Hongshan culture as empirical research example, this paper puts forward relevant suggestions and countermeasures, provides ref-erence for other similar heritage development, and promotes sustainable development of China's tourism and heritage conservation.%中国文化遗产作为珍贵财富,正面临着传承与发展重大问题.科学评价其旅游价值,对于有效保护和合理利用遗产资源具有重要意义.以遗产利用的整体效应视角,结合其自身特殊性,采用层次分析法(AHP)和德尔非法(Delphi)相结合,从遗产资源核心价值、质量状况、基础条件3个方面、9大要素、28项评价因子等方面,确定指标体系各因子权重,建立遗产旅游价值评价指标体系.以6处红山文化典型遗址为例进行实证研究,检验评价指标体系的科学性和可信度.
