In order to effectively prevent and control the urban air pollution ,a method based on CALPUFF mod-el was developed to quantitatively estimate NO2 remainder atmospheric environmental capacity .A case study was ap-plied in Hefei since the method was suitable .Then layout of emission sources was optimized .Results indicated that the effect of emission sources on the control stations was mainly influenced by distance and wind direction .The shor-ter of the distance at the down wind direction ,the more seriously it was influenced .The dominant wind direction in Hefei was eastward ,so it was unsuitable to set up emission sources in east when considering industrial plan .It was suggested that new emission sources should be set in southwest if necessary .Up to date ,the NO2 remainder atmos-pheric environmental capacity was about 35800 t/a in Hefei and it was diminishing still .%为有效防控城市大气环境污染,以CALPU FF模型为核心构建了NO 2剩余大气环境容量定量测算方法.在分析了CALPU FF模型适用性的基础上应用于合肥市,并进行排放源布局优化.结果表明,污染源对控制点的影响主要受距离和风向的影响,距离越近,并且处于主导风向下风向的地区,受源排放的影响越大.由于合肥市主要盛行东风,因此合肥市东部不宜设置污染源,在工业园区规划时应避免;相对来说西南方向新增污染源对合肥市的总体影响较小.目前,调整后合肥市NO 2剩余大气环境容量约为3.58万t/a,并且正在逐年减小.
