地方贯彻《教育规划纲要》政策研究

     

摘要

Using the method of content analysis of education policy, we analyzed the contents and text modes of the local education plans across the country. It is found out that the basic characteristics of implementing National Education Plan are as follows. The guiding spirit of National Education Plan is followed by all local education plans, and the contents of local education plans across the country maintain a high degree of unity with that of National Education Plan. There are some innovations on the local education plans in text modes and contents comparing with National Education Plan, which reflect some local characteristics. However, there are also some problems in local education plans such as similarities in text modes and contents, idealization in policy goals, weakness of policy measures and the insufficiency in standards of policy contents comparing with National Education Plan, etc. Therefore, the innovation in implementing National Education Plan should be strengthened, the related policies of local education plans should be perfected, and theoretical and practical study should be enhanced. We should take the scientific education policies as guidance, and constantly enrich and perfect the contents and systems of local education plans.%运用教育政策内容分析的方法,对全国各地教育规划纲要政策文本形式和政策内容规范进行分析后发现,地方贯彻《教育规划纲要》政策的基本特点为:各地全面遵循《教育规划纲要》精神的指引,在政策内容规范上与《教育规划纲要》保持高度一致;各地能结合本地区社会发展和教育事业发展实际,在地方教育规划纲要的政策文本形式和政策内容规范上进行了一定程度的创新,体现出地方的一些特色。地方教育规划纲要也表现出政策文本形式和内容规范雷同化、政策目标愿景化、政策措施较薄弱、政策内容规范有所缺失等不足。为此,需要继续提高地方贯彻《教育规划纲要》政策的创新性,注意健全地方教育规划纲要的有关政策,进一步加强教育理论与实践研究,以科学的教育政策理论为指导,不断丰富和完善地方贯彻《教育规划纲要》的政策内容和体系。
