民办高校是一种复杂的社会组织，具有教育性、专业性、营利性、非营利性等多重属性，其形成与投资主体和组织体制密切相关，同时也使得我国民办高校长期处于属性游离状态。通过从资源投入、培养和管理过程、产出效益与影响三大指标体系对民办高校属性的评价、测量可以判定，我国民办高校之间公益性的程度差异明显、数值偏低。建立公益性民办高校的责任补偿机制、营利性民办高校的规范约束机制、混合性（或跨属性）民办高校的合理选择机制，实行多元分类调控，是推进民办高校真正成为我国高等教育系统中重要而又颇具特色组成部分的新政方略。%The private university is a complex social organization with the multiple attributes as education, profession, for-profit and non-profit, etc. The formation of the private university is closely related to the main investment subject and organization system, and it makes the private university in our country in the free boundary state for a long time. By evaluating the three index systems of input of resources, the process of training and management, the benefit and effect in private university attribute, it is found out that there are some obvious differences in the degree of public welfare among Chinese private universities, and the numerical value is lower. It is a new strategy to promote the private university to become the important and distinctive part of higher education system by establishing the responsibility compensation mechanism in non-profit private universities, establishing the normative constraint mechanism in for-profit private universities, establishing reasonable selection mechanism in mixed (or integrated attribute) private universities, and executing multivariate classification regulation.
