精神残疾人数量的大幅增长，已成为现代社会不容忽视的重大公共卫生与社会问题。本文以精神病学史视角，从精神病病理研究发展、治疗与诊断更新、社会对待精神病态度的变化等方面，对比中西方精神医学发展。初步探讨了当前我国精神残疾预防及康复工作相对落后的历史原因，并就问题的解决提出设想。建议立足于我国历史与文化基础，借鉴与学习国际先进经验，积极推进我国精神病学的发展。%The significant growing trend of intellectual disability has become a major public health and social issue in modern society. This paper compared psychiatry history between China and the western countries from the aspect of pathology, diagnoses, treatment, and the social attitude. It then discussed the historical reason why mental disability work is relatively left behind in China and how to solve this problem. It proposed to promote psychiatry study and practice in China through learning experience from international community, based on China’s culture and history.
