Social organizations of aiding the disabled is a key component of improving the level of governance as well as a key power to promote the cause of the disabled. Federations of the disabled should undertake the historical duty to help cultivate and hatch social organizations of aiding the disabled, guide and regulate their development, in order to promote the cause of the disabled with joint forces. It’s one of the most important tasks for China’s federations of the disabled to maximum the interests of the disabled and promote the process of synchronous well-off. Federations of the disabled will coordinate the government and mobilize the social powers to enhance the cultivation and supports for social organizations of aiding the disabled. Therefore, a comprehensive developing mechanism will be established as led by the government, coordinated by departments, promoted by federations of the disabled and interacted by the society. Federations of the disabled should lead and top-level design in the field of services for the disabled and positively guide self construction of these social organizations.%助残社会组织工作既是推进国家治理体系和治理能力现代化的重要组成部分，也是推动残疾人事业发展的重要手段之一。在中央推进国家治理体系和治理能力现代化的大背景下，残联组织应当担负起历史使命、发挥应有作用，培育、孵化助残社会组织，引导、规范助残社会组织发展，形成合力推动残疾人事业发展。实现残疾人利益的最大化，推进同步小康的进程，一直是中国残联研究和推动的重要工作之一，今后将继续积极协调政府，充分发动社会，进一步加大对助残社会组织的培育和扶持力度，推动建立“政府主导、部门联动、残联推动、社会互动”的助残社会组织综合发展机制，充分发挥残联组织在残疾人服务领域的“领头羊”作用和顶层设计职责，积极引导帮助助残社会组织加强自身建设。
