各地政府及相关部门近年来通过委托、购买等方式发动社会工作力量参与残疾孤儿服务，且已形成了形式多样的操作模式。广州和武汉两地根据各自的条件与需求，探索了不同的模式，取得了良好的成效。今后应更加明确政府的角色与定位，稳步推进试点、及时总结经验，积极推进社工薪资待遇改革和社工教育改革，加强社工督导制度和第三方评估制度等相关制度建设，以进一步完善政府购买残疾孤儿社会工作服务的相关政策。%In recent years, many local government and relevant departments have mobilized social work to join in disabled orphans service by deputing and purchasing, which have formed various practical modes. Based on analysis of the modes of Guangzhou and Wuhan by field work, this paper suggested that government’s role and position should be defined, and pilot project should be advanced steadily and practical experience should be summarized timely. Meanwhile, reforms should be conducted in social worker’s salary and professional education;systems should be set up in terms of social work supervision and third party assessment, to improve government purchasing social services for disabled orphans.
