It’s an important path to innovate way of offering public service and accelerating service industry for the disabled by promoting government purchasing services of social organization for helping the disabled. In recent years, Shanghai carries out the reform road of“pilot experiment-grassroots organizations-summing up experience-becoming mechanism”. Federation of disabled people in Shanghai has pushed forward trials and experiments of buying disability services from social organizations. It then has formed a landscape which is lead by federation of disabled people, coordinately operated by social organizations, multiple modes on-going and complementary projects. It mainly focuses on mechanism innovation and service mode exploration and has achieved primary results. However, it’s still faced with problems such as short of surveillance to social disability organizations, unclear contractual relations between federation of disabled people and social organizations and professional level of social organizations need to be lift up. Shanghai should innovate demand-oriented concept, problem-oriented mechanism, and project-oriented system to further enhance government purchasing social services for the disabled.%推行政府向社会组织购买助残服务是创新公共服务提供方式、加快残疾人服务业发展的重要途径。上海市在近年来的探索中，遵循“试点先行-基层突破-总结经验-形成制度”的改革路径，在全市残联系统有序推进社会组织助残服务的实践和尝试，逐步形成“残联主导推动、社会协同运作、多元模式并行、服务项目互补”的社会助残服务格局，重点在加强机制创新上下功夫、在创建助残服务发展模式上做探索，取得了初步成效。但也面临着对助残社会机构工作督导不够、残联与服务机构的契约化关系有待进一步理顺、助残社会机构的专业化水平有待全面提高等方面的问题。下一步要继续以需求为导向突出理念创新，以问题为导向突出制度创新，以项目为导向突出机制创新，不断将政府购买社会组织助残服务推向深入。
