It analyzes the sig-nificance of building knowledge base in telecom software project and verifying by application code based on FPA. It describes the requirements on evaluation tool software, resumes the tool software architecture based on Excel, VBA and SQL server da-tabase to realize team cooperation. It final y presents suggestion on evaluation failure problems improvement in project applica-tion.
