实施学生综合素质评价与高中学业水平考试是我国建立科学的基础教育质量评价体系的两大途径。由于前者从素质教育逐步演化而来,后者则是新课程改革的直接产物,两个概念发展不同步,导致它们的外延存在着较多的交融。笔者从这两个概念的由来、内容、方法和关系等方面探讨它们的实质,并结合浙江省的实践提出理论清楚、操作合理的对策。%The scientific construction of quality assessment system for basic education in China is tocarry out students' comprehensive quahty assessment and achievement assessment in senior highschools. The former is gradually evolved by quality education. This paper explores the nature of the two concepts in their origin , content, method and relationship and put forward the strategy accordingto the practice of Zhejiang Province.
