突发环境污染事件应急预案数字化方法研究

     

摘要

针对现有应急预案数字化方法不能很好地实现预案的可视化、动态化和智能化的问题,以及根据突发环境污染事件的具体特征,提出了一套突发环境污染事件应急预案的数字化方法和执行机制。该数字化预案参考了多项综合预案和专项预案,采用基于预案模型的方法,对预案基本对象提取和建模,建立知识库和规则库,方便了预案的自动生成,并且可以根据现场条件动态地调整,使得应急预案在应对突发事件时可视化程度高、适应变化能力强。论文最后通过某化工园数字化预案的实例,展现了本方法的可实施性和可扩展性。%By now the known approaches haven't solved the visualization,dynamic and intelligence problems well for emergency plan dig-italization of environmental disasters. And environmental emergencies have specific characteristics. Propose one solution with the corre-sponding execution mechanism for emergency plan. It makes references to many integrated and special plans. This approach,based on plan model which is extracted from basic objects of emergency plans,facilitates the automatic generation and dynamic adjustment of emer-gency plan. It also builds corresponding knowledge base and rule base. This approach improves the automatic generation of emergency plan and adjusts the plan according to the site condition;hence renders emergency plan fine visualization and flexible adaption when disas-ter happens. In the end,use an example for one chemical industrial park to demonstrate the practicability and expandability of this ap-proach.
