This paper introduces the features and challenges of CPS at first, and then presents an extended HLA framework for Modeling & Simulation of CPS. The paper discusses four aspects of new techniques, that is, MDA based modeling, knowledge fusion based collaboration ontology, the Resource Management Federate, and Inter - adapted RTI. The framework extends the single layer federate architecture of standard HLA to two - layer federate architecture, I.e. The Resource Federate layer and the Application Federate layer, and supports semantic modeling based on MDA and the concurrent execution of multi - application federates collaboratively, so it enables modeling and simulation of large - scale, heterogeneous CPSs in loosely coupled manner.
