It proclaimed that mankind society was entering information era or internet era. Informatization swept across the whole world. Therer are seven essential factors in building state informatization system are; developing and utilizing information resources; building state information network; spuring application of information technology; developing information technology and estate; cultivating talent of Informatization; working out and perfacting Informatization policy; information safety. As may be inferred from this, informatization needs more extensive and in - depth digital simulation, and digital simulation is developing along with the time, and arming itself by using modem information technology, thus can accomplish the mission which the time entrusts with.
