Today,with the great progress in Wide Band,how to compress and encode moving picture,how to securely transfer it with high speed through the network,and how to store it,is still the hotspot problem in the world. This article based on the succeed in the research of a moving picture' s secure transfers and storage platform,discusses a useful moving picture encoding arithmetic.
