To effectively solve the security issue of electronic documents transmission in e-government, the article recommends a mixed cryptosystem based on AES and elliptic curve cryptography (ECC). The system provides a function of stamping the seal and signature on electronic documents, is able to authenticate the identity of operator who sends the document and to warrant the documents' confidentiality, integrality,authenticity and undeniableness. Based on that, a model of secured electronic documents transmission system is constructed, the working principle of mixed cryptosystem and secured document processing flow are elaborately designed. Analysis shows that the system meets the demands of documents transmission process in authentication on users' identities,integrality of information ,confidentiality and undeniableness.%为有效解决电子政务中电子公文流转的安全问题,提出了基于AES算法和椭圆曲线密码算法(ECC)相结合的混合密码体制.该系统可以完成在电子公文上签字盖章功能,能够对公文发送者的身份进行鉴别,保证公文的机密性、完整性、真实性和不可否认性.在此基础上,建立了安全公文流转的系统模型,详细设计了混合密码体制的工作原理和安全公文处理流程.通过分析表明,该系统实现了公文流转过程中对用户的身份认证、信息的完整性、机密性与不可否认性等方面的需求.
