Based on the overall planning of Shanghai Municipal Commission of Economy and Information Center's designated funds management, along with the analysis of techniques that are used, the paper introduces, during the process of platform construction, how it plans on the ba sis of the idea of knowledge management, and how it on the one hand realizes online review process formalization, and on the other hand allo cates public financial resources more efficiently in order to show fairness, equity and legality of designated funds usage. The platform is devel oped with Java EE Framework (Spring 2. 5) , MVC Framework (Struts 2) , ORM Framework (Hibernate 3) , jBPM and other technologies. The construction and application of the platform helps realizing Shanghai Municipal Commission of Economy and Information Center's designat ed funds security and risk management.%通过对上海市经济和信息化委员会专项资金管理和服务平台的总体规划和运用技术的分析,介绍该平台在建设过程中,基于“知识管理”的理念进行规划,在实现网上评审流程规范化的同时,更有效地配置公共财政资源,以体现专项资金使用的公正性、公平性和法制性.该平台采用JaveEE Framework的Spring 2.5、MVC Framework的Struts 2、ORM Framework的Hibernate 3、jBPM等技术进行开发.该平台的建设和应用,有助于实现上海市经济和信息化委员会专项资金的安全和风险管理.
