This paper mainly introduces main characteristics of the"3+2"sustainable development circular economy model of China Pingmei Shenma Group,including "point circle" based on independent project,"line circle" of production chain extension and "surface circle" based on the integrated cyclic utilization platform of multi-project in the industrial parks.The model enlarges functions of resources in energy conservation and emission reduction,and promotes the construction of ecological civilization in environmental protection for mining areas.The existing problems in circular economy development are pointed out as follows:each industrial park is relatively independent without unified planning;for some industrial parks,the industry chain is relatively short and the product is of poor competitiveness with excessive downstream enterprises;financing problems have become the bottleneck for the development of enterprises,as the projects often demand large funds.The paper also puts forward opinions and suggestions for the current problems in circular economy development.%介绍了中国平煤神马能源化工集团"3+2"可持续发展循环经济模式的主要特点为:以独立项目为基础的"点循环",以相关产品链延伸为主体的"线循环",以园区多项目集中循环重复利用为平台的"面循环";一方面是放大节能减排中的资源功能,另一方面在矿区环境保护中注重建设生态文明.指出当前循环经济发展中存在的问题是:各产业园区相对独立,产业园区之间缺少统一规划;部分产品及园区产业链不长,造成产业链下游企业多,产品缺少竞争力;项目资金需求量大,融资难度大,融资问题成为企业发展一大瓶颈.并针对存在的问题提出了自己的看法和建议.
