逻辑框架法在牙克石-五九煤田矿区总体规划中的应用研究

摘要

This paper took the general planning of Yakeshi-wujiu coalfield mining area as an example,the logical framework approach was applied,stakeholder analysis,problem analysis,goal analysis and strategy analysis were carried out,to analyze the existing problems from the views of social environment,economic development,external construction conditions and resource conditions,the planning objectives and corresponding strategy was summarized.The application results show that,application of logical framework approach can improve the level and quality of overall planning mining area,make the planning more operational and targeted,and provide a guiding document of mining area development and construction for the local government.%以牙克石-五九煤田矿区总体规划为例,采用逻辑框架法,通过相关利益群体分析、问题分析、目标分析和策略分析,从社会环境、经济发展状况、外部建设条件、资源条件、目标市场等方面分析了矿区存在的问题,总结出规划的目标和相应的对策.结果表明,运用逻辑框架法进行矿区总体规划,能够提高规划的水平和质量,使总体规划更具有可操作性和针对性,可为当地政府提供一部该矿区开发建设的指导性文件.
