Solving this problem depends on the traffic charge principle and the function of the market operation.%运用公共产品和产权经济学的理论，分析交通拥挤现象是由于道路的产权得不到明确界定，把这种准公共产品当作纯公共产品经营管理而造成的。要解决这一问题，必须充分发挥市场的作用，推广道路拥挤收费原则。
