县(市)级城乡规划的改革创新与体系构建——以浙江省富阳市规划实践为例

党的十七届三中全会指出要加快以县级为单元的城乡经济社会发展一体化制度建设.县(市)级城乡规划管理工作的改革,是促进城乡经济社会发展一体化建设的重要内容与载体.本文回顾与总结了富阳市近几年来围绕城乡发展面临的挑战与城乡规划管理中的突出问题,在科学发展观的指导下,结合县级行政管理体制改革,在规划理念、规划统筹机制,规划决策与审查机制、规划编制体系、规划参与机制、规划管理机制等城乡规划工作上的创新实践与体系构筑,为县(市)级城乡规划工作的改革提供相关经验借鉴.%This paper reviews and summarizes the challenges the urban-rural planning faced with and the issues in the urban-rural administration in Fuyang City in recent years. This paper introduces the urban-rural planning reform of Fuyang City which is guided by Scientific Development Concept. The reform involves the planning ideology, planning integration mechanism, decision-making and inspection, plan-making system, planning participation mechanism and administration and so on, which would provide references to the reform of urban-rural planning at county level.
