This inherent law is also proved by the city renaissance of European and American countries. This paper analyzes the Chinese urban development characteristics during The economic transformation period and the correlation between "space planning"and "public policy" in the urban design system. It puts forward that China's urban design should revolve around technical, economic, and social rationalism to give full play to its role in regulating economic efficiency and social equity. Urban design is a powerful tool to affect social bonds by spatial changes. Through economic strategies to guide investment and mobilize non-governmental capital, the construction of decision-making organizations,and social regulations to guarantee public participation, the discipline of urban design may play a critical role in the transformation period.
