分析了北京新版城市总体规划面临的转型发展时代背景,介绍了新版总规的编制重点是系统回答"建设一个什么样的首都,怎样建设首都"这个核心问题.结合新版总规编制实践,分析了北京在优化提升"都"与"城"关系、"舍"与"得"关系、"一核"与"两翼"关系、城市规模与资源环境承载力的关系等10个方面的规划转型探索.%This paper analyzes the historical background of Beijing's new master plan, and introduces that the focal point of this plan is to give a systematic answer to the crucial question of "what kind of capital we should build and how to build it". Combined with the compilation practice of Beijing's new master plan, this paper focuses on Beijing's exploration on the planning transformation in optimizing the ten relationships, including the relationship between "capital" and"city" development, that between "removing"and "maintaining" urban functions, that between"one center" and "two wings" in spatial structure, that between city size and environmental carrying capacity, and so on.
