城市总体规划修改的实践与创新——以《宁波市城市总体规划(2006-2020) (2015年修订)》为例

摘要

随着我国城市总体规划编制体系的变化,总体规划修改开始成为总体规划调整的主要形式.但总规修改在我国尚属于一项全新性、探索性的规划类型,在修改内容、编制方法、编制深度、表达格式等方面都缺少统一的规范标准,也没有成熟案例可供借鉴.本文结合《宁波市城市总体规划(2006-2020)(2015年修订)》的工作实践,对总体规划修改的编制方法、内容、重点进行了探索,提出了总体规划修改面临的主要问题和改进建议,以为同类城市总体规划修改提供借鉴.%With the change of urban overall planning system in our country,overall planning revision has become the main form of overall planning modification.However,the revision of overall planning is still a new,exploratory type of planning and it is in lack of uniform standard and other cases for reference in aspects of modification content,compilation method,compilation depth,and expression format,etc.Based on the practice of Ningbo Urban Overall Planning (2006-2020)(revised in 2015),this paper explores the planning methods,content,and priorities of the overall planning revision,and put forward the main problems and suggestions for improvement,hoping to provide reference for the same kind of urban overall planning modification.
