摇摆之间:三旧改造中个体、集体与公众利益平衡

     

摘要

Since the introduction of "Three Olds Renewal" policy,the property-led urban-rural renewal has been vigorous and been characterized by the renewal of state-owned industrial land.Meanwhile,it has posed challenges on collective benefits and public interests.From the perspective of the distribution of land value-added benefits,this paper defines individual benefits,collective benefits,and public interests,and analyzes the impacts of the "Three Olds Renewal" practice in Guangzhou and Shenzhen on public interests.It concludes with the policy implications on balancing individual benefits,collective benefits,and public interests and achieving inclusive growth from the following four aspects:transitions of urban-rural renewal orientation,renewal strategy,renewal planning system,and urban-rural governance modes.%三旧改造实施以来,政府的放权让利和以房地产开发导向为特征的改造极大地推动了城乡更新的进程.在改造特征上,呈现出以国有用地旧厂全面改造为主导的特点.对于改造项目实施的分析表明,过于注重市场导向与个体利益,使集体利益和公共利益面临挑战.基于土地增值收益分配的视角,本文对三旧改造中的个体、集体与公共利益进行了剖析.以广州和深圳为例,简要回顾了其三旧改造实践对公共利益的影响,并从城乡更新的导向转型、策略转型和规划体系转型、城乡治理模式的转型等四个方面探讨了平衡公共利益与个体、集体利益,实现包容性增长的政策启示.
