以北京某市属三级甲等医院为例,对目前护士编制分布形态进行分析,提出了解决非在编护士中高级职称聘任问题的迫切性和必要性.通过对现有政策的剖析和该医院近期拟定的可实施性解决方案,为同类医院提供借鉴,并提出政府部门需尽快出台相关政策,为护士及其他非在编医务人员群体的职业发展作出明确的规划.%This article takes a tertiary city level hospital in Beijing as an example and analyzes the current distribu-tion of budgeted post of nurses.It puts forward the necessity of solving the middle and senior titles appointment is-sues for nurses without budgeted post.By in-depth analysis of current policies and the practical solution by this hos-pital ,it means to provide reference for other hospitals.It also calls for new polices and clear plan made by the govern-ment for the professional development of nurses and other health workers without budgeted post.
