美国国家标准机构的发展与作用探讨--A NSI的经验及启示

摘要

The paper introduces the American National Standard system. The ANSI’s duties and roles are analyzed, including the United States’ national standard development mechanism,leading standardization policies and rules, private-public policies bridge and national standards strategy. Referring to ANSI practice, the urgent needs for the standardization reform and development in Chin are establishing a complete system of social organization standards, developing non-social organization standards, promoting standardization and technical regulations by the government, as well as making the global standardization strategy, etc .%介绍美国国家标准制度及ANSI的历史与现状。对ANSI的职责与作用进行分析探讨，包括美国国家标准制定机制、主导标准政策和规则、公共政策桥梁和国家标准战略。借鉴ANSI的实践，启示了建立完整的社团标准制度、发展非社团标准、政府推动标准化和建立技术法制，以及制定面向全球的标准化战略等，是中国标准化改革和发展的迫切需求。
