矿产资源、资源性资产和矿业资本（简称矿业三资）是矿业生产要素的三大属性特征。研究矿业三资的关系及转换，对于理顺矿业活动中的主体关系和协调矿业管理具有重要的意义。本文在分析当前中国矿业三资关系管理问题的基础上，梳理了矿业三资转换关系的理论逻辑，并将之融入围绕三资关系的中国矿业管理体制流程的关键环节中，构建起中国矿业管理体制改革的理论应用框架。研究认为，矿业三资关系是市场经济条件下生产关系适应生产力发展而形成的，价值理论是决定其价值转化的基础，市场经济的成本收益思想是其核心机制，而矿业活动中各个利益相关主体的行为是其外在表现。由此，可以形成价值理论、公共管理理论、现代企业制度理论、产权及物权理论、交易费用理论、资本市场理论以及信用理论等构成的基础理论体系对矿业三资的关系问题进行研究。%Mineral resources ,resources assets and capital are major attributes of production elements in mineral industry .It’ s important to study on their relationships that should be helpful China’ s mineral industry management .Base on analysis of present management problems of China on mineral resources , resources assets and capital ,our study reviews theoretical logic of their relationships .We integrate all those theories into management system processes of China’s mineral industry and build the framework on reform of them .In our study ,the nature of those relationships among mineral resources ,resources assets and capital is that requirements which production relations must meet production forces under the condition market economy .The transformation of value determined by value theory is the foundation of those relationships . Cost and income is the core mechanism of them .Both of them appear as activities of stakeholders associated with mineral industry .The framework includes a series of theories such as value theory ,public management , modern enterprise system ,property right theory ,credit institution ,transaction cost ,capital market and intermediary organization ,which should be useful for researching on those relationships .
