农村集体建设用地入市对农户收入的影响r——基于广东省佛山市南海区村级层面的实证分析

     

摘要

The purpose of this paper is to analyze whether the collective-owned construction land transfer would increase the farmers' income and further explore the key impact factors so as to provide the basis of formulating the relevant policies, according to the survey data of 185 village collective economic organizations in Nanhai District of Foshan City, Guangdong Province. The methods of statistical analysis and multiple linear regression are employed in the paper. The results showed that from 1992 to 2016, the villages in Nanhai District established the rural stock cooperative system to transfer collective-owned land in the construction land market, leading to the collective economic development, especially the improvement in farmers' income.The per capita disposable income of farmers increased from 3774 yuan to 25,909 yuan, of which per capita profit increased from 520 yuan to 5346 yuan. According to the effect extents, collective economic organizations' industrialization degree, construction land transaction price and the proportion of income distribution had a significant positive effects on farmer's income. As for other variables, the distance from district center had a significant negative impact on profit income of farmers. The investment in fixed assets and establishment of collective assets platform had positive impacts on farmers' net income. It concludes that the government should clarify the property rights and establish transparent transaction mechanism for the rural collective-owned construction land marketization. Besides, the government should actively facilitate collective-owned construction land to be transferred in the market in the areas with locational advantages and higher degree of industrialization, to exploit the extant rural land and increase property income.%研究目的:根据广东省佛山市南海区185份村级集体经济组织调研数据,分析集体建设用地入市是否带来农户收入的增加,实证研究农户增收的关键影响因素,给中国其他集体建设用地入市试点提供参考.研究方法:统计分析方法,多元线性回归.研究结果:1992—2016年,南海区集体建设用地入市交易带动了集体经济发展尤其是农户收入水平的提高.农户人均可支配收入由3774元增长至25909元,其中人均分红收入由520元增长至5346元;集体工业化程度、集体建设用地入市价格及收益分配比例对农户收入均具有显著的正向影响;其他变量中,与区中心的距离对农户分红收入具有显著负向影响;集体固定资产投资、是否建立集体资产交易平台对农户纯收入具有显著正向影响.研究结论:集体建设用地入市的基本前提是要清晰界定的规模化产权、公开透明的交易机制,同时需要在空间地理位置较好,产业集聚程度较高,工业化程度较高的村集体积极开展集体建设用地入市,才能真正实现盘活集体存量用地、显化集体土地资产、增加产权收入.
