香港电子健康记录互通共享的实践与启示

摘要

Interconnection and information sharing is the focus of current health informatization.Interconnection is not the goal,but the means to achieve the needs of services.Information sharing is not without boundaries,but to provide support for specific applications.At present,many regions in China actively promote the interconnection between the electronic health records in different medical institutions to share access as the goal,to realize the standardization and integration of all the health diagnosis and treatment information of the residents in the region,and to support medical institutions to consult the patients' more comprehensive information,and to reduce the repetition test and improve cost-effectiveness.Hong Kong has more than 10 years history in promoting electronic health record sharing among medical institutions,and has achieved good results in the construction of information systems,the protection of laws,the authorization of patients,the establishment of organizations and so on.%互联互通是当前卫生信息化的重点.互联互通不是目的,是手段,是为实现需求服务的,互联互通也非毫无边界,是为特定的应用提供支持.当前,我国不少地区在积极推进互联互通中以电子健康记录在不同医疗机构间的共享调阅为目标,实现对区域内居民所有健康诊疗信息的规范和整合,支持医疗机构能查阅病人更全面的诊疗信息,并尽量减少重复检验,提升成本效益.香港在推进医疗机构间患者电子健康记录共享工作中已有十多年的历史并取得较好成效,其在信息系统的建设、法律的保障、患者的授权、组织机构的设置等方面值得学习、借鉴.
