我国农村社会救助制度简析

摘要

Social relief is an important component of a social security system. It is in the lowest layer of the social security system, realizing the minimum goal of social security and a necessary complement to the social security. The social relief in the rural areas of China now has made great progress. However, poverty problems caused by the disequilibrium income growth rate of individual families in rural areas and uneven regional economic development are still prominent. To cope with the problems, system construction should be enhanced in terms of households enjoying the five guarantees, minimum subsistence guarantee in rural areas, and rural poverty alleviation.%　　社会救助是社会保障体系的重要组成部分。社会救助属于社会保障体系的最低层次，它是社会保障要实现的最低目标，是社会保障的必须补充和辅助。目前，我国农村社会救助工作有了较大的发展，同时，由于农村个体家庭经济速度不均衡，区域经济发展的不平衡，农村的贫困问题仍然突出。应加强五保户”供养制度、农村最低生活保障制度和农村扶贫等制度建设。
